Phinisee, a Lafayette, Indiana, native, also comes to Cincinnati with one year of eligibility remaining.
Phinisee averaged 6.5 points, 2.8 assists and 2.6 rebounds in 111 games (66 starts) over four seasons with the Hoosiers.
Phinisee saw his playing time and production diminish under first-year Indiana coach Mike Woodson last season. Phinisee averaged 4.5 points, 2.1 rebounds and 1.7 assists (all career lows) in 25 games as a reserve.
