Corpus Christi City Council approves rezoning for $800 million Whitecap Preserve community
The Corpus Christi City Council approved the rezoning of 240 acres for the development of the Whitecap Preserve, an $800 million proposed master-planned community on North Padre Island.
The land, located at 14353 Commodores, is owned by Diamond Beach Holdings LLC and will be used for the development of the Whitecap Public Improvement District, which the council approved in May. The community will be built on the property of the former Waves Resort Corpus Christi.
The rezoning allows for low-impact development with improved water quality in the bay, public waterway access and a proposed mobility canal.
The city is also planning the Commodores Bridge Project that will allow a 12-foot vertical clearance under the bridge to open the canal to small watercrafts. Amenities will include parks and a pool, ponds, trails, a kayak launch and an outdoor education center and trail.

The waterpark was demolished in July 2021 to allow the construction of the master-planned community that will feature more than 600 single-family residential units and 5 acres of commercial space and span a total of 242 acres from Aquarius Street and Commodores Drive to Whitecap Boulevard.
“The zoning for these new businesses allows for significant increases in tax and fee revenue for the city through property taxes, sales taxes, and builder fees,” a news release stated.
It could take the developer, Ashlar Development, six to 10 years to complete the project.
